What is the Overseas Departure Fee?

Overseas departure fee, as it is known among the people because it is given as stamps. foreign exit stamp, After the Marmara earthquake, it is one of the taxes that entered into force with the Law on Departure Fee No. 23 published in the Official Gazette dated March 2007, 26471 and numbered 5597, and later became permanent.

It is not possible to go abroad without paying the international departure fee. When you want to exit from airports or land crossings, the passport police want to see the receipt or fee stamp showing that you have paid the international exit fee with your passport. If they don't have both, they send you back to pay the fees. You can pay the international departure fee from payment points at the airport or border crossing points or from contracted banks.

How much is the 2019 International Exit Fee?

The international departure fee, which was 15 TL, became 50 TL with the increase. As of August 1, 2019, we will pay a tribute of 50 TL to go abroad. After this date, old stamps will be invalid and will not be refunded.

Although there is a perception that the 20 Euro service fee, which is said to be charged for departures from the New Istanbul Airport, will be the same as the international departure fee, that service fee will be reflected on the plane tickets and will be different from the departure fee.

Where and to which banks is the Overseas Exit Fee Payable?

International exit fee can be paid at airports, at border crossings, at international exit fee payment points or from contracted banks.

Also, new kiosks are being built, unmanned stamp purchasing machines. They have not been activated yet, they will be opened for use at the airport and / or border gates soon.

There are two international departure fee payment points at Atatürk Airport, one on the incoming and outgoing passenger floor of the international terminal, and one on the outgoing passenger floor at Sabiha Gökçen Airport. Is it paid online?

You can pay the international departure fee online or through the mobile applications of banks. I saw the applications of İşbank and Cepteteb, I think other banks are doing it too.

How to Refund the Overseas Departure Fee?

There is no time limit for the overseas departure fee. If you go abroad frequently, you can buy more than one stamp and not have to worry about making payments every time you go out. It has happened that you have paid the departure fee, but you did not go abroad and you want to get your money back, it is possible to do so.

You can apply to the tax offices or the relevant customs accounting offices for the return of the exit fee paid by taking a departure fee stamp or against a receipt. If you have a stamp or receipt showing that you have paid the international departure fee, and if you have a canceled ticket, you can get a refund by presenting the documents regarding the ticket cancellation. Who Is Exemption From Overseas Exit Fee Applicable?

While the international exit fee is mandatory for all passport types of Turkish citizens, the following groups are exempt from the international exit fee.

  • Those who have a residence permit abroad as of the date of departure,
  • Those who have not completed 7 years of age,
  • Crews of land, sea, air and railway public transport and freight transport vehicles traveling abroad for commercial purposes,
  • Turkish Citizens who have a residence permit abroad are exempt from fees if they present their residence permit documents when leaving Turkey, without the need for any further action,
  • Dual citizens do not have to pay fees as they can travel with a foreign passport. 

Public officials who go abroad on official duty cannot benefit from the exemption from fees.
